What is the PRS Ombudsman?
The Renters' Rights Act 2025 establishes a new Private Rented Sector (PRS) Ombudsman - a single, mandatory redress scheme that all private landlords must join.

The Renters' Rights Act 2025 makes PRS Ombudsman membership mandatory for all private landlords:
Who must join:
- All private landlords in England
- Whether you use an agent or self-manage
- Regardless of portfolio size
What the Ombudsman does:
- Investigates complaints from tenants
- Can order landlords to apologise, provide information, or take action
- Can award compensation to tenants
- Decisions are binding on landlords
Penalties for Non-Compliance
- Civil penalties up to £7,000 for failing to join
- Civil penalties up to £40,000 for serious or repeated breaches
- Inability to register on the National Landlord Database
- Restrictions on serving possession notices
